有些地方不对~
1、be positive to感觉有点中式，此外measure要加复数，建议改成take active/vigorous measures/steps to do sth.或者take measures/steps actively to do sth.
2、此外prevent sb./sth. from doing sth.才是正确的搭配呢，不应当是prevent to
3、此外happen一般指的是碰巧发生，语境应该是悲剧再次发生，用recur或者occur another time。
整体修改为：
